Description
Tuzraag occupies the broken upland between the Namuzdus range and the headwaters of the western river countries. It is poor in everything except position. Every load of Deepmetal, dwarven toolwork, and Izheim-bound alloy that leaves the mountain by road crosses Tuzraag, and every load of grain, cloth, and salt that climbs to the holdfasts crosses it going the other way. The duchy takes a stage-fee at each relay and nothing else — no tariff by value, no right of purchase, no right of seizure for debt. The fee is charged on the axle, not the cargo, and the duchy makes a point of not asking what is under the canvas.
The Carry
The founding compact of the duchy, sworn at the first Wain-Court and renewed at every ducal accession. Its operative clause is a prohibition rather than a grant: no holder of office in Tuzraag, and no member of a stage-holding house, may own, purchase, factor, insure, or take in pledge any goods moving on the ducal roads. Breach is not punished by fine but by forfeiture of the stage itself, which passes to the next house in the relay order. The compact is deliberately absolute and deliberately inconvenient; Tuzraag's political class understands that the moment the duchy is thought to have a commercial interest in what crosses it, the road stops being neutral and the duchy stops being necessary.
Structure
A duke of the house currently senior in the relay order presides over the Wain-Court, an assembly of the stage-holding houses — those families charged with maintaining a named relay, its road-stretch, its water, and its beasts. Voting weight follows road-miles maintained, not land held or population. The duke's authority is real but narrow: roads, relays, passage disputes, and the enforcement of the Carry. Matters of village law remain with the villages.
Culture
Tuzraagi culture is organized around upkeep and around not asking questions. Competence with animals, axles, weather, and the reading of a road in bad season carries more status than birth. There is a strong cultural prohibition on speculating aloud about the contents or destination of a load, which outsiders read as discretion and Tuzraagi understand as self-preservation. Hospitality to travellers is close to a legal obligation; refusing shelter at a stage is one of the few offences the Wain-Court hears directly.

Keep the road open, keep the road neutral, and give no neighbour a reason to want the duchy rather than merely the use of it.

Agriculture And Industry
Thin upland pasture, oats and hardy roots, some charcoal. The duchy does not feed itself in a poor year and buys grain from the Hihn floodplain. Its actual industry is haulage, harness, wheelwrighting, and the maintenance of stone road-bed against a savage wet season.
History
Founded as a set of independent relay agreements between upland villages and the early Namuzdus holdfasts in the decades after the Naming of Namuzdus, formalized into a single duchy when the volume of Deepmetal traffic following the Deepmetal Accord made competing tolls intolerable to everyone involved. The Carry compact dates from that formalization and is generally understood to have been imposed on Tuzraag by its customers rather than chosen by it — a reading Tuzraagi historians dispute and Tuzraagi merchants do not. The duchy stayed neutral through the Revakgol–Namuzdus Border War and the Deepmetal Wars, and its roads carried for both sides at posted rates, which is remembered against it in Namuzdus and cited approvingly in Nasun.

Upland and broken country corresponding to the spatial provinces of Rarakaskalit, Sulaun, and Ylymagas. Borders Namuzdus at the passes, Kokit at the spring-heads, and Aalhotikyn, Nasun, Hihn, and Siltuz below.
Demography And Population
Mixed and thin. Kaetijul predominate in the high stages nearest the passes; Medesjul and Jaajul in the lower relays and villages. Population is unusually mobile by cluster standards — a substantial share of the duchy is on the road at any time.
Military
Stage-levies only, raised by road-stretch and used almost exclusively against banditry. Tuzraag has no field army and has never fielded one. Its defence is that four neighbours would each rather it stayed independent than see any one of the others hold the passes.
Foreign Relations
Namuzdus is the duchy's reason for existing and its most difficult neighbour: the Stonecrown Council's isolationist faction periodically proposes carrying Deepmetal by dwarven convoy and dispensing with Tuzraag entirely. Relations with Kokit are close and slightly conspiratorial, the two duchies recognizing a shared strategy. Nasun archives the Carry compact and hears disputes under it. The Hihn Confluence is Tuzraag's granary and its principal downstream customer. Toward Izheim the duchy is scrupulously commercial and politically silent.
