The Triumvirate's universal loyalty oath, promulgated MV 12580 (ASS 2975) during the Consolidation Phase. Carved into the hand by the fire of Methraug and sworn by every inhabitant of Siniath, the Edict binds utterance and naming rather than thought or memory — a limit its drafters accepted as necessary and its subjects discovered as a gap.

MV 12580 is the canonical figure from history.events.consolidation_phase. ASS 2975 follows the established offset of 9605 (MV = ASS + 9605), confirmed by four independent date pairs: ASS 1445 / MV 11050 and ASS 1595 / MV 11200 in the reformation_of_thalon timeline, and ASS 1445-3265 / MV 11050-12870 in the Thalon article. The single date in canon that does not fit this offset is Thalon's own founding_date, '12 of Daazil, ASS 1494 (MV 11100)', which implies 9606. Under 9605 that founding falls in either ASS 1495 or MV 11099. The calendar offers no excuse for the discrepancy: the year opens on 1 Etzil with Sin'Ruvos and Daazil is the third of five months, so a date on 12 Daazil sits mid-year and cannot straddle a year boundary. Left unresolved here.

Summary

Every soul in Siniath would swear, and none deny. The Edict made a single oath universal across the continent for the first time, completing the Consolidation Phase and establishing the legal architecture under which Thalon still governs in the Sixth Age.

Enactment

Promulgated from Ael'theryn in MV 12580, in the aftermath of the Twisted Revolt and the purge that followed it. The Triumvirate's problem was not rebellion — that had been broken — but the impossibility of distinguishing a pacified subject from a waiting one. An oath solved the problem by relocating it: what could not be detected could at least be made costly.

The Carving

The Edict is not a spoken oath and not a signature. It is carved into the palm of the swearer by the fire of the Fiery Judge, administered by the Cult of the Fiery Reckoning, and it does not heal. The carving holds because Methraug's fire tests emotional truth rather than stated fact, which means the Edict cannot be sworn falsely and cannot be sworn under reservation. What it can be is sworn narrowly.

Scope And Limits

The Edict binds the saying, not the thing. It takes utterance and it takes naming. It does not take memory, thought, belief, or grief, and it was never drafted to — those lie beyond what Methraug's fire can reach, since the fire judges what a swearer means rather than what a swearer holds.

The practical effect on a bound subject is precise and strange. They remember everything. They simply cannot say it. A proscribed name will not leave the mouth. A proscribed year, a proscribed count, a proscribed word for a proscribed act — all present, all unreachable. Subjects describe the sensation as the word being there and the tongue refusing it, which is why the common Kaekreaedhel term for the bound is tongue-bound rather than unmade.

The drafters knew the limit. The Sphere of the Inner argued for an oath reaching memory itself and was overruled, partly because the Cult of the Fiery Reckoning would not administer it and partly because the Kaelotaedhel Purges had demonstrated two centuries earlier what erasing memory at scale does to the arcane environment.

The Tolerance Clause

The Edict's much-cited mandate of religious tolerance is not a liberal provision. A universal oath required a universal administering authority, and no single cult could reach every settlement on the continent. The tolerance clause was the price of getting all seven cults of the Zæsulsil Pahnir to co-sign enforcement, and it bought the Fiery Reckoning's monopoly on the carving itself in exchange for the suspension of orthodoxy campaigns against the melancholic and skeptical sects. Periods of suppression before MV 12580 are therefore historical; periods after are violations.

Enforcement

An uncarved palm is grounds for detention anywhere in Siniath. Carvings are inspected at every arcane barrier, at the terrace levies, and at entry to any Ael'voriin holding. Bindbreaker units retain the authority to compel a swearer to attempt a proscribed utterance, which proves nothing but establishes compliance and is used mainly as intimidation.

Exemptions

The three Triumvirs are unsworn. The stated reason is that the sovereign cannot swear to itself. The Cult of the Fiery Reckoning's own senior officiants are also unsworn, on the grounds that the administering hand cannot be bound by what it administers.

Unintended Effects

The Edict's limitation to utterance produced the bark loophole within a generation. Carving is not saying. Hesyaziz rune-bark accepts what the mouth will not release, and the wood is sacred and may not be cut. See traditions.the_grove_reading.

The secondary effect was demographic. The Edict made departure attractive to anyone with something to say, and the Kaekreaedhel diaspora through the Web of the Hidden Flame accelerated sharply after MV 12580. Kormistahl's exile communities date much of their oral tradition to the two centuries following.
