Summary
Hesyaziz rune-barked trees are the memory of Thalon. They are sacred wood, no axe may touch them, and the law on that has never been softened. Once a year the scribes go out and read them, and whatever the bark says goes into the archive.
History
The Reading predates the Second Triumvirate and originated as a straightforward preservation practice: the groves recorded, the scribes copied, the archive held. It acquired its present significance only after MV 12580, when the Unity Edict bound the tongues of a continent and left the hands free.
Execution
Scribes are dispatched from Ael'theryn in the week before Veil-Lifting and assigned groves by lot, a precaution against a scribe developing a relationship with a particular stand of trees. Each mark is transcribed exactly — glyph for glyph, including damage, including marks the scribe cannot parse — and the transcription is sealed unread and carried back. The archive receives it whole.
The rite prohibits evaluation at every stage. A scribe may not omit, correct, annotate or query. The doctrine is that the grove records and the scribe conveys, and that judgment inserted between the two is a form of cutting.

The Unity Edict binds utterance and naming. It does not bind the hand. A bound subject who cannot say a name can cut it, and hesyaziz bark takes the cut and grows the letters wide.
The practice among the eastern-slope Kaekreaedhel and among Kaemisaedhel client clans is to go out silent and mark the grove — names the Edict took, years, counts, the words for things that have no permitted word. The scribes find these marks at Veil-Lifting. The rite forbids them to evaluate. They transcribe. The archive files. The treason is now holy, unweighed, and permanent.
Everything in that chain is lawful. Nothing in it can be undone without breaking something the state needs more.
State Posture
The Sphere of the Inner is aware. It has been aware for most of a millennium, and it protects the loophole, because the alternative is a ruling that the archive is contaminated — and the archive's unweighed sanctity is the whole of the Inner's claim to authority over every other Sphere. An Inner that admits the record is dirty is an Inner that can be audited by the Treasure.
So the doctrine hardens instead. Each generation of Inner theologians produces a more elaborate argument for why the grove cannot lie, and each argument makes the next one harder to retract.
Grove Burnings
When a grove becomes notorious the Triumvirate burns it, through the Sphere of the Military and never under the Inner's seal. Hesyaziz standing in closed-canopy rainforest does not burn on its own; the operation requires arcane oil in quantity, of the kind used at the Burning Cradle, and it is expensive, slow, and impossible to conduct quietly.
Officially these are sanitations of anomaly-corrupted wood. No burning has ever been recorded as a response to what the bark said, because recording that would require saying what the bark said. The ash goes up the coast on the prevailing wind toward the strait, and the exile communities of Kormistahl have built a substantial oral tradition on what arrives there.
