The smelting and finishing country of the western cluster, where raw Deepmetal out of Namuzdus is drawn, worked, and made ready for the gnomish workshops of Izheim. Its constitution is unlike anything else in the cluster: citizenship attaches to the workshop, not the person. A Súzyngoli holds political standing because they hold a bench in a chartered shop, and if they leave the bench the standing remains with it. Land means little here, birth means less, and the fiercest politics in the federation concern who is permitted to charter a new shop.

Description

Súzyngol sits below the Namuzdus passes on wooded, fast-water country with the fuel and the fall of water that smelting needs and the mountain does not have to spare. It is loud, hot, comparatively rich, and by cluster standards startlingly urban — a federation of furnace-towns rather than of villages. What arrives from Tuzraag's relays as raw alloy leaves Súzyngol as drawn wire, plate, bar, and prepared blanks, most of it moving on to Izheim. The federation has no significant agriculture, no aristocracy, and no interest in acquiring either.

The Shop Right

The federation's constitution in a single principle: political membership inheres in the chartered workshop and is exercised by whoever holds its benches. A chartered shop carries a fixed number of bench-rights; the holders of those benches are citizens of Súzyngol for as long as they hold them, whatever their birth, species, or origin. A worker hired into a vacant bench becomes a citizen on taking it, commonly within a season of arriving. A master who closes their shop stops being a citizen along with everyone in it. Bench-rights cannot be inherited, sold separately from the shop, or held in absentia, and a shop that stops working forfeits its charter after a fixed idle period. The effect is a country with almost no hereditary politics and a permanent, structural anxiety about charters — because the charter roll is the electoral roll, and enlarging it changes who governs.

Structure

The Bench, an assembly of delegates elected by chartered shops with weight by bench-count, holds legislative authority. A Warden of the Roll, elected by the Bench, keeps the charter register and adjudicates forfeiture — in practice the most powerful office in the federation and deliberately term-limited to prevent it becoming so. Charter petitions are heard by the whole Bench and are the federation's central political battleground: existing shops have every incentive to keep the roll small, and the towns have every incentive to grow it.

Culture

Súzyngoli culture is meritocratic in an unusually literal and unusually harsh way — standing is competence, competence is demonstrable, and demonstration is public. Apprenticeship is the central social institution and the master–apprentice bond does much of the work that kinship does elsewhere in the cluster. There is little patience for lineage claims and open contempt for the notion that a person could inherit a right to be listened to; the federation's stock joke about Aalhotikyn is that it takes them three generations to produce a diplomat and Súzyngol three weeks to produce a smith. The characteristic vice is a brutal disregard for anyone who cannot work.

Public Agenda

Keep the metal moving, keep the charter roll defensible, keep Namuzdus and Izheim both dependent on the middle of the chain, and prevent either from acquiring a finishing capacity of its own.

The furnaces, races, and drawing-mills; charcoal woods under managed quota; the charter roll; accumulated process knowledge that is deliberately never written down in full; and the federation's position as the only substantial finishing capacity between the mountain and the gnomish workshops.

History

The furnace-towns began as an overflow of the Deepmetal Accord: Namuzdus had ore and no fuel to spare, Izheim had demand and no ore, and the fall-water country between them had trees. The Shop-Right grew out of the practical problem that a furnace-town's population turned over faster than any landholding franchise could track, and was formalised into a federation during the years of the Innovation Boom, when demand made the towns rich enough to insist on governing themselves. Súzyngol supplied both sides during the Deepmetal Wars, a fact it does not advertise and Namuzdus has not forgotten.

Wooded fall-water country below the Namuzdus passes. Borders Aalhotikyn, Ohynso, Tovo, Ygtaani, Siltuz, Nasun, and Kokit, with the mountain trade arriving through Tuzraag.

Demography And Population

The most heterogeneous population in the cluster and the most mobile. Medesjul and Kaetijul predominate at the benches, with substantial Jaajul, Aedhelirjul, and Zegtuzsos communities and a significant Kaekreaedhel population drawn by a citizenship rule that asks nothing about blood. Turnover is high; a substantial share of citizens were born outside the federation.

Military

A town watch and nothing more. Súzyngol's security calculation is that no neighbour wants the furnaces damaged and every neighbour would rather someone else did not hold them — the same logic that protects Tuzraag, applied to fire instead of roads.

Foreign Relations

Namuzdus is the supplier and the standing threat: the Stonecrown Council's isolationists periodically argue for finishing the metal inside the mountain, which would end the federation. Izheim is the customer and the ideological sibling — the two are the only openly non-hereditary polities in the region and their partisans correspond. Tuzraag carries the trade both ways and is treated with care. Aalhotikyn and Ohynso feed the federation and know it.

Laws

Charter law and bench law, administered by the Bench and the Warden of the Roll. Ordinary criminal and civil matters are town business. Working an unchartered furnace is the federation's principal crime.
