Siltuz is a spatial neighbour of half the western cluster and has no entity. The spatial data hands over two rivers — the Hefaanik and the Hihnzo, the latter obviously kin to the canon Hihn river family — and a fen landscape. This package writes Siltuz as the cluster's wetland federation.
## The thesis
The Hihn Confluence is already canon's answer to "a country governed by water," so Siltuz had to do something different with the same landscape. Its institution is that **the federation is seasonal in law, not merely in practice**: the member communities federate for the dry months and formally dissolve the union at the first rise. For roughly a third of every year the Siltuz Federation does not legally exist, its officers hold no authority, and its treaties are suspended.
This is not dysfunction. It is the deliberate mechanism by which fen communities that cannot be governed from outside during flood — because they cannot be reached — avoid pretending otherwise. Everything the federation wants to do must be done inside the dry-season window, which makes Siltuz politics unusually fast, unusually literal about deadlines, and unusually hard for outsiders to bind.
Where Hihn's wardens hold authority *because* the water is high, Siltuz's officers lose authority *when* it rises. Same landscape, opposite constitutional response.

1. **`country` entity — The Siltuz Federation.** The Rising and the Falling, the dry-season Muster, the suspension doctrine, and its consequences for treaty-making with a state that periodically ceases to be a counterparty.
## Open questions for the human reviewer
- **Naming — resolved, and it turned up something else.** An earlier version of this package flagged `Kaetijul` vs `Kaetijulhel` as a canon inconsistency. It is not one: `-jul` is simply the short form of `-julhel`, so both are correct and the country files just use the long form. This package uses the long form to match its siblings. The real gap the investigation surfaced is that **Yukejulhel has no species entity at all** — unlike Medesjul, Kaetijul, Jaajul, and Aedhelirjul, it is a Julhel branch named across four canon country files with nothing behind it. That deserves its own package.
- The river **Hihnzo** shares a root with the canon Hihn family. I've written Siltuz and the Hihn Confluence as sharing a watershed and an old kinship, which seems the natural reading, but if the Hihn family is meant to be exclusive to the Confluence that connection should be cut.
- The suspension doctrine has real knock-on effects: it means **no other country can enforce a treaty against Siltuz during flood**, which neighbours must have found intolerable at some point. I've written a workaround (standing obligations lodged at Nasun survive the dissolution) but the reviewer may want the friction left unresolved instead.
- Whether Siltuz should be `subtype: nation` like its neighbours, given that it is arguably not a state for part of the year, is a genuine classification question. I've kept `nation` for consistency.
