Ask

Ygtaani appears throughout the western cluster's spatial adjacency and in no canon text. This package writes it as a cluster sibling built on the one geographic fact the cluster hasn't yet used: Silgolt's savanna runs on a wet and dry season, and somebody in this landscape must be moving herds.

The thesis

Ygtaani is a transhumant duchy, and its institution is the Drove-right — a set of grazing corridors that cross other countries' sovereign territory by ancient right. Ygtaani law travels with the herds. Inside a drove corridor, on the move, in season, a Ygtaani herd is under Ygtaani jurisdiction even when it is standing in Aalhotikyn.

That makes Ygtaani the one country in the cluster whose borders are not a line but a calendar, and it makes the duchy a permanent low-grade legal problem for everyone it walks through. It also gives the cluster something it currently lacks: a member whose sovereignty is contested not because it is weak, but because its claim is genuinely strange.

The Drove-right is written to hang off Nasun's existing truce calendar — the fair-months during which regional hostilities are suspended by common custom — which is canon, and which the droves depend on absolutely.

Open questions for the human reviewer

  • Naming — resolved, and it turned up something else. An earlier version of this package flagged Kaetijul vs Kaetijulhel as a canon inconsistency. It is not one: -jul is simply the short form of -julhel, so both are correct and the country files just use the long form. This package uses the long form to match its siblings. The real gap the investigation surfaced is that Yukejulhel has no species entity at all — unlike Medesjul, Kaetijul, Jaajul, and Aedhelirjul, it is a Julhel branch named across four canon country files with nothing behind it. That deserves its own package.
  • The Drove-right implies the other cluster states have conceded extraterritorial jurisdiction, which is a significant thing to have written into their character retroactively. If that's too strong, the fallback is a weaker version — corridors as easement only, with disputes going to Nasun rather than to Ygtaani's own court.
  • I've tied the droves to Nasun's canon truce calendar. If the fair-months were meant to be purely a market/oath device rather than a movement season, this connection should be cut.
  • Ygtaani's adjacency includes Revakgol. I've written the eastern droves as having been abandoned within living memory rather than giving the duchy an active imperial frontier, since Ohynso and Tovo already carry that role.

Its neighbours have accepted this for centuries and have never entirely stopped resenting it.

Description

Ygtaani holds a core of upland and seasonal forest that no one else particularly wants, and a claim on a network of grazing corridors that everyone else particularly does. The duchy's population is genuinely split by season: through the dry months the greater part of it is on the move with the herds, spread across corridors that run through Aalhotikyn, Ohynso, Tovo, and the Hihn floodplain, and through the wet months it is home and comparatively dense. Ygtaani is therefore two countries — a moving one and a settled one — with two governments to match.

The Drove Right

The corridors and the law that rides in them. Each drove is a named route with fixed width, fixed watering points, fixed opening and closing dates keyed to the season, and a fixed ceiling on head of stock. Within an open corridor, Ygtaani's Horn-Court holds jurisdiction over Ygtaani herders and their beasts — theft, injury, contract, and blood — even on foreign soil. Everything outside the corridor's width, and every dispute involving a local party, belongs to the host country. The line is policed with fanatical care by the duchy itself, because the Drove-right survives only so long as it is never once used as a pretext. A Ygtaani herder who steps out of the corridor has stepped out of Ygtaani, and knows it.

Structure

Two bodies. The Horn-Court is the moving government: drove-masters with judicial authority, riding with the herds, empowered to settle anything that arises on the route and to fine or expel on the spot. The Winter Seat is the settled government: an assembly of the home valleys that meets only in the wet season, sets the following year's drove schedule, negotiates the corridor renewals, and appoints the drove-masters. The duke presides over the Winter Seat and has no authority at all inside an open corridor, which is written into the ducal oath.

Culture

Ygtaani culture is organised around the year rather than around place, and its people tend to reckon age, debt, marriage, and grief in droves rather than in years. Herd-craft, route memory, weather-reading, and the ability to settle a dispute without a court carry the status that land carries elsewhere. There is a strong ethic of scrupulous behaviour abroad — the duchy's standing in four foreign jurisdictions depends on the conduct of its worst-behaved herder — and Ygtaani punishes its own harshly for offences committed in a corridor. Hospitality received on the route is a formal debt with a formal repayment.

Keep the corridors open, keep the renewals current, keep the truce calendar intact, and never give any host country a defensible reason to close a drove.

Cattle and sheep above all, with hides, horn, tallow, cheese, and coarse wool. Limited wet-season cultivation in the home valleys. The duchy imports grain and exports protein, and is the cluster's principal supplier of draught and meat stock — including, awkwardly, to Tuzraag's relay herds and to Revakgol's frontier commissariat through intermediaries.

History

The droves are older than the duchy and older than most of the countries they cross; Ygtaani's political history is largely the history of converting a customary practice into a defensible right, one written renewal at a time. The corridors through what is now Aalhotikyn and the Hihn floodplain are the oldest and least disputed. The eastern droves, which once ran into what is now imperial territory, were abandoned within living memory after two seasons of losses, and the duchy has not sought to reopen them. Ygtaani's neighbours have periodically tried to convert the Drove-right into a rent; the duchy has conceded money at times and jurisdiction never.

Medesjul majority with a substantial Jaajul minority strongly represented among the drove-masters. Small Kaetijul communities in the home uplands. Seasonal distribution is the striking demographic fact: censuses taken in the dry season and the wet season disagree by a wide margin, and the duchy maintains both.

Military

None to speak of. Drove escorts are armed against predators and thieves and are explicitly forbidden to act as a levy. Ygtaani's security is the truce calendar and the fact that four countries want the herds to keep arriving.

Foreign Relations

The corridor hosts — Aalhotikyn, the Hihn Confluence, Ohynso, Tovo — are the relationships that matter, renegotiated on a rolling cycle and archived at Nasun. Relations with Nasun itself are close to reverent; the truce calendar and the sealed renewals are the two things the duchy cannot do without. Tuzraag is a good customer and an occasional rival for upland grazing. Toward Revakgol the duchy is quiet and keeps its herds well clear.

Laws

Corridor law belongs to the Horn-Court and is summary, harsh, and confined to Ygtaani subjects. Home law belongs to the valleys and the Winter Seat. Renewal instruments are Nasun-sealed and treated as the duchy's constitution.

Capital
