Tovo — the duchy that pays, and publishes what it pays

Grounded on countries_and_continents.continents.silgolt.nations.hihn.hihn_confluence (canon_json), which names Tovo as a neighbour. Spatial grounding from map/spatial: Tovo provinces Knighia, Pelonargath, Vintucorat; adjacency to Revakgol, Ohynso, Súzyngol, Ygtaani, Sarotjuní, Shathel, Yɔnírläht, Maduwez. Revakgol tribute/caste framing grounded on countries_and_continents.continents.silgolt.nations.revakgol.empire_of_revakgol, ranks.aalki, history.events.revakgol_consolidation_wars, revakgol_s_western_incursions, revakgol_s_internal_reformation (canon_json). Written as the deliberate counterpart to the Ohynso package filed in this batch.
