Ask

Tovo is named as a neighbour in the canon Hihn Confluence entity and has no entity of its own. Spatially it sits on the Revakgol frontier alongside Ohynso, and this package writes it as that frontier's other answer.

The thesis

Ohynso (filed separately in this batch) refuses client status and plans its own evacuation. Tovo did the opposite: it pays. It has paid Revakgol for generations, and it is a functioning, prosperous, unoccupied country because of it.

The institution that makes this bearable is the Tally — Tovo publishes its tribute. Every payment, every quota of grain, timber, and levied men, every gift to every imperial officer is posted publicly at the ducal seat and copied to Nasun. The logic is precise: a tribute that is secret is a treaty, and a duchy suspected of a secret treaty would be treated as an imperial province by its own neighbours and as a vassal by the empire. A tribute that is public is merely a price, and a country that publishes its price retains the standing to argue about it.

Tovo is written as neither a villain nor a victim. It is the cluster's uncomfortable demonstration that accommodation works — which is exactly why the cluster resents it.

Open questions for the human reviewer

  • Naming — resolved, and it turned up something else. An earlier version of this package flagged Kaetijul vs Kaetijulhel as a canon inconsistency. It is not one: -jul is simply the short form of -julhel, so both are correct and the country files just use the long form. This package uses the long form to match its siblings. The real gap the investigation surfaced is that Yukejulhel has no species entity at all — unlike Medesjul, Kaetijul, Jaajul, and Aedhelirjul, it is a Julhel branch named across four canon country files with nothing behind it. That deserves its own package.
  • I've left the exact tributary status ambiguous in law — Tovo insists it is a sovereign duchy that pays for peace, Revakgol's records list it as a client. Both readings are written in as a live dispute rather than resolved. If canon needs a definite answer, this is the place to set it.
  • Tovo borders Sarotjuní, Yɔnírläht, Shathel and Maduwez, none of which have entities yet. I've kept those relations thin deliberately so this package doesn't pre-commit their character.
  • Whether Tovo's levied men actually serve in Revakgol's armies — and therefore whether Tovoans fought against Namuzdus in the Deepmetal Wars — is a genuinely loaded question I've raised in the text without settling. It would sharpen the cluster's politics considerably if the answer is yes.

The second of the western cluster's two frontier duchies with the Empire of Revakgol, and the one that chose to pay. Tovo has rendered tribute for generations and is unoccupied, intact, and comparatively rich because of it. Its distinctive practice is that it publishes the bill: every payment, quota, and private gift to an imperial officer is posted at the ducal seat and copied to Nasun, on the reasoning that a secret tribute is a treaty and a public one is only a price.

Description

Tovo occupies good mixed country on the southern stretch of the imperial frontier — timber, pasture, and river bottom, with enough of everything to be worth demanding and not enough of anything to be worth conquering outright. The duchy's entire statecraft rests on keeping that ratio true. Tovo pays Revakgol in grain, timber, worked leather, and men, negotiates the amount annually, and has not been invaded in living memory. Its neighbours in the cluster regard this as either prudence or collaboration depending on the neighbour, and Tovoans have long since stopped explaining themselves to either camp.

The Tally

The public tribute register, maintained at the ducal seat and posted where anyone may read it, with a sealed copy lodged at Nasun each year. It records the assessed demand, the amount actually rendered, the shortfall carried, and — the clause that makes the institution work — every personal gift, favour, and payment made by any Tovoan officeholder to any imperial officer, itemised by name. The Tally exists because the duchy learned that the real danger of tribute is not the cost but the suspicion: an unpublished payment turns a duke into an imperial agent in the eyes of his own assembly, and turns the duchy into a province in the eyes of the cluster. Publishing it keeps the transaction commercial. Concealing a payment is the one offence for which a Tovoan officeholder is stripped without appeal.

Structure

A hereditary duke with genuine executive authority — Tovo is more conventionally governed than its cluster neighbours — checked by the Assessors, a standing body elected by the districts whose sole constitutional function is to negotiate and certify the annual tribute. The duke cannot render tribute the Assessors have not certified, and the Assessors cannot conduct policy on anything else. The tension between the two offices is the whole of Tovoan domestic politics.

Culture

Tovoan culture is commercial, thick-skinned, and unusually literate for the cluster, since the Tally has made a reading public a civic necessity. There is a deeply ingrained habit of pricing things — obligations, risks, insults — that outsiders find crass. The duchy's characteristic vice is a fatalism about the empire that shades into fatalism generally; its characteristic virtue is that it lies to no one, including itself, about what it is doing and why.

The Tally is remembered as having been instituted after a duke was found to have taken imperial money privately and was deposed by his own assembly — not for paying, which everyone accepted, but for not saying so. Whether Tovoan levies served in Revakgol's western campaigns, including against Namuzdus, is disputed: the Tally records men rendered, and does not record where they went. Tovoan historians treat this as an archival gap. Ohynsan historians do not.

Demography And Population

Medesjul majority with the largest settled Saarotsos and Zegtuzsos populations of any cluster country — a consequence of generations of frontier traffic, imperial postings, and intermarriage. Tovo is the one place in the west where imperial culture is not foreign, which is both its advantage in negotiation and the source of its neighbours' distrust.

Military

A ducal guard and district levies, competent and deliberately modest. Tovo's military policy is that an army large enough to matter would provoke exactly the campaign the tribute prevents.

Foreign Relations

Revakgol is the fact around which everything else arranges itself; relations are businesslike, well-informed, and entirely without illusion. Toward Ohynso: cold and mutually accusatory. Toward Nasun: correct — Nasun holds the Tally copies and Tovo is scrupulous about lodging them, which is the duchy's main claim to good standing in the cluster. Toward Aalhotikyn: warm, the two states recognising each other as practitioners of the same art. Toward Namuzdus: awkward at best.
