Tovo is named as a neighbour in the canon Hihn Confluence entity and has no entity of its own. Spatially it sits on the Revakgol frontier alongside Ohynso, and this package writes it as that frontier's other answer.

The thesis

Ohynso (filed separately in this batch) refuses client status and plans its own evacuation. Tovo did the opposite: it pays. It has paid Revakgol for generations, and it is a functioning, prosperous, unoccupied country because of it.

The institution that makes this bearable is the Tally — Tovo publishes its tribute. Every payment, every quota of grain, timber, and levied men, every gift to every imperial officer is posted publicly at the ducal seat and copied to Nasun. The logic is precise: a tribute that is secret is a treaty, and a duchy suspected of a secret treaty would be treated as an imperial province by its own neighbours and as a vassal by the empire. A tribute that is public is merely a price, and a country that publishes its price retains the standing to argue about it.

Tovo is written as neither a villain nor a victim. It is the cluster's uncomfortable demonstration that accommodation works — which is exactly why the cluster resents it.

Open questions for the human reviewer

  • Naming — resolved, and it turned up something else. An earlier version of this package flagged Kaetijul vs Kaetijulhel as a canon inconsistency. It is not one: -jul is simply the short form of -julhel, so both are correct and the country files just use the long form. This package uses the long form to match its siblings. The real gap the investigation surfaced is that Yukejulhel has no species entity at all — unlike Medesjul, Kaetijul, Jaajul, and Aedhelirjul, it is a Julhel branch named across four canon country files with nothing behind it. That deserves its own package.
  • I've left the exact tributary status ambiguous in law — Tovo insists it is a sovereign duchy that pays for peace, Revakgol's records list it as a client. Both readings are written in as a live dispute rather than resolved. If canon needs a definite answer, this is the place to set it.
  • Tovo borders Sarotjuní, Yɔnírläht, Shathel and Maduwez, none of which have entities yet. I've kept those relations thin deliberately so this package doesn't pre-commit their character.
  • Whether Tovo's levied men actually serve in Revakgol's armies — and therefore whether Tovoans fought against Namuzdus in the Deepmetal Wars — is a genuinely loaded question I've raised in the text without settling. It would sharpen the cluster's politics considerably if the answer is yes.
