Aalhotikyn is named as a neighbour in three separate canon country entities (Kokit, Nasun, Hihn) and has none of its own. This package writes it as a western-cluster sibling.

The thesis

The spatial data does the design work here: Aalhotikyn borders nine countries, more than any other polity in the cluster. A country shaped like that cannot have an independent foreign policy, and this one stopped pretending otherwise centuries ago. Its institution is the Quartered Court — a ducal council in which a fixed minority of seats belongs permanently to resident foreign factors, one per bordering power, seated by right rather than by invitation.

The result is a state whose domestic politics are openly an extension of everyone else's, and which survives precisely because it is more useful as a place where neighbours argue than as territory any of them holds. Where Nasun is neutral ground that belongs to no one, Aalhotikyn is contested ground that belongs to everyone a little — a deliberate contrast with its neighbour rather than a duplicate of it.

Open questions for the human reviewer

  • Naming — resolved, and it turned up something else. An earlier version of this package flagged Kaetijul vs Kaetijulhel as a canon inconsistency. It is not one: -jul is simply the short form of -julhel, so both are correct and the country files just use the long form. This package uses the long form to match its siblings. The real gap the investigation surfaced is that Yukejulhel has no species entity at all — unlike Medesjul, Kaetijul, Jaajul, and Aedhelirjul, it is a Julhel branch named across four canon country files with nothing behind it. That deserves its own package.
  • I've given Aalhotikyn a fixed capital (Hakraag) where Nasun, Hihn, and Tuzraag deliberately have none. The cluster's pattern of movable seats is striking enough that making one exception may be wrong — easy to reverse if you'd rather the whole cluster share the trait.
  • Whether the foreign seats carry a vote or only a voice is the single most consequential detail here. I've written them as having a vote on transit and treaty matters only. That's a real fork in how subordinate the duchy reads.

Nine neighbours touch Aalhotikyn, and a fixed minority of seats on its ducal council belongs to their resident factors by right rather than by invitation. The duchy's politics are openly an extension of everyone else's; its independence rests on the calculation that it is worth more to its neighbours as the room they argue in than as land any one of them holds.

Aalhotikyn lies at the junction of the western cluster, low rolling country of seasonal forest and cultivated savanna with no natural defence worth the name and roads running out of it in every direction. It has been invaded, partitioned in principle, and restored more times than its own archive records reliably, and at some point in that history its political class arrived at the conclusion the duchy has run on ever since: a country that cannot resist its neighbours should stop trying to exclude them and start charging them rent for a seat at the table.

The Quartered Court

The ducal council seats two classes of member. The Hearth seats belong to Aalhotikyn's own districts and hold the permanent majority. The Quarter seats — one for each bordering power — belong to that power's resident factor, held by right of adjacency and not revocable by the duke. Quarter seats carry a full vote on transit, tariff, and treaty questions and no vote at all on internal law, taxation, or succession. The arrangement is written to be humiliating in exactly one direction: a foreign factor may block a road being closed against his country, and may not touch how Aalhotikyn governs itself. Factors who overreach are removed by unanimous vote of the other Quarter seats, which is the elegant part — the duchy almost never has to expel anyone itself.

Structure

A hereditary duke presides but does not rule outright; the Court holds transit and treaty power jointly with him. District speakers hold the Hearth seats. A permanent secretariat, staffed deliberately from families with no landholding, keeps the register of standing agreements — by far the most valuable document in the country and the reason the duchy's word is worth anything.

Culture

Aalhotikyni public culture prizes fluency, memory for obligation, and a very particular kind of unembarrassed pragmatism. Children of the district families are commonly fostered across borders and expected to come home multilingual. The national self-image is not of a weak country but of a clever one, and outsiders who mistake accommodation for servility are a standing joke. There is real and widely felt contempt for polities that spend on armies what Aalhotikyn spends on envoys.

Public Agenda

Keep all nine borders open, keep any two neighbours from settling their differences at Aalhotikyn's expense, and ensure that every one of them has more to lose from the duchy's partition than from its independence.

History

The duchy's early history is a repeating cycle of partition and restoration under whichever neighbour was strongest that generation. The Quartered Court is remembered as having been founded after a partition that failed — the occupying powers could not agree on a division and restored the duchy rather than concede any part of it to a rival — and the seat-right system codified the accident into a constitution. Aalhotikyn has not been invaded since, a fact its Court cites constantly and its neighbours find increasingly difficult to argue with.

Demography And Population

The most mixed population in the cluster and the densest. Medesjul majority with substantial Jaajul and Kaetijul communities and long-settled Zegtuzsos and Aedhelirjul quarters in the market towns, several of which predate the Court. No group holds constitutional privilege; several hold customary market rights that function similarly.

Military

A small ducal guard and district levies adequate for road security and nothing else. The duchy's considered position is that any army it could afford would be too small to save it and large enough to frighten someone into acting first.

Foreign Relations

The whole of the duchy's statecraft. Relations with Nasun are close and slightly rivalrous — the two countries occupy adjacent niches, Nasun as neutral ground and Aalhotikyn as shared ground, and disputes over which forum should hear what are perennial. Kokit and Tuzraag are trusted; both are small enough to be unthreatening and practise comparable strategies of self-restraint. Ohynso and Tovo, facing Revakgol, are watched with real anxiety, since a collapse on that frontier arrives at Aalhotikyn next.

Laws

Internal law is district custom codified lightly. Transit and treaty law is Court law, and Court judgements involving a foreign party are commonly sealed at Nasun for enforceability.
