Aalhotikyn — the duchy that borders everyone

Grounded on canon western-cluster entities that name Aalhotikyn as a neighbour: countries_and_continents.continents.silgolt.nations.kokit.duchy_of_kokit, ...nasun.nasun_ground, ...hihn.hihn_confluence (canon_json). Spatial grounding from map/spatial: Aalhotikyn provinces Hakraag, Kres, Zelxoth; adjacency to Hihn, Kokit, Nasun, Ohynso, Siltuz, Súzyngol, Tovo, Tuzraag, Ygtaani — the highest border count in the cluster, which is the seed of the design.

Withdrew the false naming-inconsistency flag; -jul is the short form of -julhel. Replaced with the genuine Yukejul gap.

# Ask

Aalhotikyn is named as a neighbour in three separate canon country entities (Kokit, Nasun, Hihn) and has none of its own. This package writes it as a western-cluster sibling.

## The thesis

The spatial data does the design work here: **Aalhotikyn borders nine countries**, more than any other polity in the cluster. A country shaped like that cannot have an independent foreign policy, and this one stopped pretending otherwise centuries ago. Its institution is the **Quartered Court** — a ducal council in which a fixed minority of seats belongs permanently to resident foreign factors, one per bordering power, seated by right rather than by invitation.

The result is a state whose domestic politics are openly an extension of everyone else's, and which survives precisely because it is more useful as a place where neighbours argue than as territory any of them holds. Where Nasun is neutral ground that belongs to no one, Aalhotikyn is contested ground that belongs to everyone a little — a deliberate contrast with its neighbour rather than a duplicate of it.

## Items

1. **`country` entity — The Duchy of Aalhotikyn.** The Quartered Court, the seat-right system, the transit economy, and the standing problem that a duke of Aalhotikyn cannot make a decision his neighbours have not already been consulted on.

## Open questions for the human reviewer

- **Naming — resolved, and it turned up something else.** An earlier version of this package flagged `Kaetijul` vs `Kaetijulhel` as a canon inconsistency. It is not one: `-jul` is simply the short form of `-julhel`, so both are correct and the country files just use the long form. This package uses the long form to match its siblings. The real gap the investigation surfaced is that **Yukejulhel has no species entity at all** — unlike Medesjul, Kaetijul, Jaajul, and Aedhelirjul, it is a Julhel branch named across four canon country files with nothing behind it. That deserves its own package.
- I've given Aalhotikyn a fixed capital (Hakraag) where Nasun, Hihn, and Tuzraag deliberately have none. The cluster's pattern of movable seats is striking enough that making one exception may be wrong — easy to reverse if you'd rather the whole cluster share the trait.
- Whether the foreign seats carry a vote or only a voice is the single most consequential detail here. I've written them as having a vote on transit and treaty matters only. That's a real fork in how subordinate the duchy reads.
