Tuzraag is named as a neighbour in the canon entries for both Kokit and Nasun, and the spatial data places it against Namuzdus — but it has no entity of its own. This package writes it as the sixth member of the western Silgolt cluster, matching the established voice of Kokit, Nasun, and the Hihn Confluence: dry, concrete, built around one load-bearing institution rather than a throne.
The thesis
Tuzraag is the corridor between the Namuzdus holdfasts and the river countries downstream. Its distinctive institution is the Carry — the duchy licenses transit but is forbidden by its own founding compact from owning, buying, or holding the goods that cross it. It is the country that owns the road and nothing on it. That self-denial is what makes every neighbour willing to use the road, and it is the only reason a small upland duchy sitting on the Deepmetal route has not been annexed by someone larger.
This deliberately rhymes with Kokit's Abstention (leverage held by publicly refusing to use it) without repeating it: Kokit abstains from pricing its water, Tuzraag abstains from touching its cargo. Two neighbouring duchies that survive by the same trick applied to different assets felt like a cluster pattern worth making explicit rather than an accident to avoid.

Open questions for the human reviewer
- Naming — resolved, and it turned up something else. An earlier version of this package flagged
KaetijulvsKaetijulhelas a canon inconsistency. It is not one:-julis simply the short form of-julhel, so both are correct and the country files just use the long form. This package uses the long form to match its siblings. The real gap the investigation surfaced is that Yukejulhel has no species entity at all — unlike Medesjul, Kaetijul, Jaajul, and Aedhelirjul, it is a Julhel branch named across four canon country files with nothing behind it. That deserves its own package. - Tuzraag's spatial adjacency includes Thalon and Komistaal, which sit on Siniath in the narrative canon. I've treated those as map artifacts and not written them into the foreign relations. Flagging in case the adjacency is meaningful.
- The relationship between the Carry compact and the Echoforge Compact (Namuzdus–Izheim) is left loose — whether Tuzraag is a signatory, a licensed carrier, or deliberately excluded is a real decision I didn't want to make unilaterally.
