The elected, rotating council of master-crafters and geomantic seers that has governed the Namuzdus Dominion since the Triple Spire pact of Fifth Age 721. It has no hereditary leadership, once nearly broke apart over trade policy toward Izheim, and now sits at the center of the Dominion's unresolved turn toward isolationism.

Content
Structure
A rotating body, originally seated by representatives of the three founding holdfasts — Kurnumgrath, Dôlmuzûn, and Varkgrum — drawn from two ranks: master-crafters (earned through demonstrated permanence of craft) and geomantic seers (earned through Kori/Tazri aptitude and mountain-reading). Seats rotate on a schedule set by the Council itself rather than passing by inheritance.
Founding
Formed at the Gathering at Three Spires (Fifth Age 721 / MV 10327), when Kurnumgrath, Dôlmuzûn, and Varkgrum unified under the Triple Spire mountain pact — the first formal recognition of what was then called the Kingdom of Namuzdus.
History
Presided over the Deepmetal Accord and the alliance-building Echoforge Compact with Izheim, then over two wars with the Empire of Revakgol (the Border War and the Deepmetal Wars) fought to keep Deepmetal out of Revakgol's hands. In Fifth Age 1550 (MV 11156) the Council itself fractured in the Stonecrown Schism over Deepmetal export policy — an isolationist faction against a faction favoring the Izheim alliance — resolving in reformed trade law that favored the gnome alliance and marked the first dwarven civil unrest since the migration. Since the Echoed Crown Prophecy surfaced in Fifth Age 2050 (MV 11656), the Council has been the site of a renewed and still-unresolved isolationist push.
Public Agenda
Steward the Namuzdus holdfasts, control and allocate Deepmetal, and balance the Echoforge alliance with Izheim against a hardening isolationist minority reading the Echoed Crown Prophecy as a warning to close the underways.
Relation To State
Functions as the government of the Namuzdus Dominion (see countries_and_continents...namuzdus_dominion) rather than as a subordinate body within it — there is no separate crown or executive above the Council.
