Consistency fix after the western-cluster and Shathel packages were filed. Two corrections: (1) removed Shathel from neighbouring_geopolitical_organizations — the Shathel package (93) places it in southern Silgolt separated from Namuzdus by the Empire of Revakgol, so the two dwarven realms are kin but not adjacent; (2) added the western-cluster neighbours the spatial adjacency data actually gives Namuzdus (Tuzraag, Kokit, Ohynso, Ygtaani, Súzyngol), which the first draft omitted. Foreign relations text updated to match.
