Izheim Union — new Silgolt federal republic (spatial-only country)

Grounded solely on map/spatial countries.json (Izheim feature), spatial-brief.md label "Izheim Union", Silgolt continent species/biome summary (Saarotsos, Zegtuzsos, Yukejulhel/humans, etc.), and adjacency to Bakib / Komistaal / Revakgol. No prior canon entity exists for Izheim. Revakgol and Thalon used only as relational contrast.

# Ask

Propose a full first-draft country entity for **Izheim** (map label: Izheim Union), a spatial-only polity on Silgolt that currently has zero canon lore.

## Grounding
- Map/spatial: country feature "Izheim" with provinces (Dehatereda, Dretharith, Drypost, Imyhonamarlor, Karilondela, Losts, Matheas, Nythe, Shebellera, …).
- Spatial brief labels it "Izheim Union".
- Silgolt species context: Saarotsos (Dragonborn), Zegtuzsos (Lizardborn), Yukejulhel (humans), Kaetijulhel (dwarves), Aedhelirjul (gnomes).
- Existing canon neighbors for contrast: Empire of Revakgol (east, absolute hierarchy), Bakib (United Provinces), Komistaal (Kingdom).

## Items in this package
1. **Overview** (this item) — framing only.
2. **Entity: Izheim Union** — complete new country entity draft under a Silgolt nations path.

## Design choices
- Federal / confederal republic deliberately contrasting Revakgol’s rigid Aalki system.
- Multi-species, pragmatic, trade-oriented.
- Capital left as a placeholder suggestion (no settlement entity yet).
- Relations sketched at a high level only; no hard new person or settlement entities.

## Open questions for the human reviewer
- Exact capital settlement name and whether a new settlement entity should be created.
- Precise borders / which provinces are core vs. contested.
- Official language(s) and currency name.
- Whether to add relationship edges to Revakgol / Bakib / Komistaal once those entities exist or are patched.
- Tone: keep the deliberately anti-centralist character, or lean more toward a stronger federal executive?
