The Siltuz Federation

A federation of fen and backwater communities in the western cluster that exists for only part of each year. Siltuz constitutes itself at the Falling, when the waters drop and the causeways open, and formally dissolves at the Rising, when they do not: for roughly a third of every year the federation has no officers, no standing authority, and no capacity to be treated with. Its neighbours consider this maddening. Siltuz considers it the only honest description of what a fen can actually be governed as.
